Mr. Zeng Xiang holds a Master's degree in Economic Law from East China University of Political Science and Law and a Ph.D. in Economics from the Shanghai Academy of Social Sciences. He also serves as an Arbitrator for the Shanghai International Arbitration Center (SHIAC).

Mr. Zeng has extensive legal experience spanning government regulatory compliance, the internet sector, and high-tech enterprises. Prior to joining Watson & Band, he handled and oversaw legal and government affairs at the Shanghai Municipal Administration for Market Regulation, the Shanghai Municipal Development and Reform Commission (Anti-Monopoly Bureau), Alibaba Group, Xiaohongshu, and Fourier Intelligence.

Serving as the Head of Legal for both Xiaohongshu and Fourier, Mr. Zeng built comprehensive legal support systems tailored for large-scale internet and technology companies. His oversight covered a wide array of areas, including internet content communities, advertising, e-commerce, global expansion, data compliance, labor and employment, intellectual property, litigation and arbitration, investment and financing, and the incubation of innovative businesses. For high-tech startups, his work also encompassed export controls and sanctions compliance, patent portfolio development, and financing.

Mr. Zeng is particularly adept at handling comprehensive corporate compliance matters, with specific expertise in antitrust, export controls and sanctions, data compliance, and advertising law. He is also highly experienced in managing white-collar and economic criminal cases, as well as competition law and intellectual property litigation. He possesses a profound understanding of high-tech industries, particularly the internet and artificial intelligence sectors.
